Introduction
If you have ever stuck your head into a working Linux project, you will realise how crude the rest of us are in terms of the Open Source process. The Linux Community is built around the concept of a developer driven community, so much so, that they have made it difficult for the simple user to gain access to the full power of the project.
OSR will bring those technical community skills to a wider, cross platform market. The idea is to bring Open Source out of the closed developer market and give other people opportunities to exploit its benefits.

OSR is a completely distributed set of projects. We expect project members to be self motivated and working from home or their own small office. We encourage you to have multiple streams of income and to be involved in upstreaming and downstreaming relationships with other OS projects.
We will provide: Generous remuneration on short term contract Hardware as development workbench IDE The required Broadband facilities Regular project conferences Training in the OS method
Core development is done under GNU GPL. On completion of the project you will have full rights and freedom to exploit the code that you have created or helped to create.
Remuneration
We are of the opinion that program is unlike other working skills. Skilled programmers deliver int eh order of magnitude 5 times more that average developers. We are happy to remunerate superb delivery.
Starting programmers will be at R 6000 per month, and will be expected to undergo extensive Bootcamp training courses. OSR reserves the right to eject you at short notice if you do not rapidly move from trainee programmer to working deliverer. This is is not a protected employment vehicle this is a Open Source project and it is an Jungle in which only the fittest survive.
Delivering programmers will be remunerated between R 10 000 to R 50 000 per project month, depending on output abilities.
Bounties are offered for exceptional delivery.
Top skilled developers can be paid up to R 100 000 per project month.
Reporting structures are through a cell process and subject to management and peer review. All code and all remuneration is public information.
Byt the time the contract phase is completed, Project members are expected to be self sufficient and must be able to take the project forward on a self funded basis,
Cell Structure and Charges
Our experience is that Open Source Development is best done in a cell structure. Small groups of co workers :

In addition this cell needs to be managed by Group managers and regular conferences and training bootcamps have to be held to "keep everyone on the same page".
OSR must cover the cost of training new programmers, hardware, bandwidth, software, conferencing facilities In line with Auditors and other professionals OSR charges its consultants at three times the cost of junior workers and twice the cost of Senior workers.
So the above cell example would be charged at R 1 200 000 X 2 plus R 1520 000 X 3 = R 6 960 000
So in summary the cost of the development is R 7 Million per team year. The real benefit is enjoyed by the hundreds of thousands of South African that get to use and exploit the final product for free. The return on this to the fiscus is hundreds of percent. A typical OS development of R 7 Million would provide benefits in the order of R 70 Million ( 10000 users download software at R 7000 of benefit to each).

The TurboCASH Example
The cost of developing TurboCASH was R 14 Million (R 28 Million at todays prices). To date there are 50 000 registered users, 25 000 of which are in South Africa. Each user has saved R 6 000 in not purchasing Commercial Software. So the gain in whealth created is 50 000 X R 6 000 = R 300 M.
In particular from a South African point of view, one of the key benefits is import replacement. We have saved R 2000 X 25000 = R 50 M in foreigns currency payments.
The return on investment to the country is phenominal. This is ongoing and users continue to download TurboCASH at the rate of 20 000 per month. So this return is likely to be 5 times more than currently achieved. Yes this benefit is spread over a number of users but the global benefit is enourmous.
